And now a murderer was on the loose. It couldn't have been a toa, unless someone had found a loophole in the system. If that was true then the toa had to be lightning so he could make lights go out the way they turned off. But a lightning toa would be unable to pierce armor the way the victim's was. It had to be product of a collaboration between toa, or maybe something else.
